UPDATED,,, Found an article on topic where they admit to cloud seeding in the Santa Barbara, California.
"Mother Nature can be fickle when it comes to delivering rainfall to Santa Barbara County, and sometimes she gets a technological nudge to deliver a bit more precipitation to help replenish local reservoirs.
That’s done through a process known as “cloud seeding,” and accomplished under a program overseen by the Santa Barbara County Water Agency."

O.G.,,, I call bullshit. How about geo-engineered, military grade weapons systems. California's seeing first hand, what I believe to be, the initial mass deployment of this technology. Tested and perfected just in time for a greater global conflict in the Far East.
To be a little more clear on topic. I was suspicious of the pattern I was seeing in the East and Gulf coast hurricanes in the past 20yrs. Then this last storm in Buffalo, N.Y. really made me question and now the mud slides in Monticito, Ca.
